Leviathan
The home of pirates, outcasts, and outlaws alike. Constructed under a large rock formation in the Al-Kharshi Bay of Dahabu. The outcropping extending up from the water like a hand pressing its fingertips into the ocean floor. The city is made up of deconstructed and broken ships suspended from the concave palm of the hand. Its roads are rope bridges and bound beams extending between ships and pillars. Hundreds of layers of hanging masts, hulls, sails, and ropes suspended above the ships passing and docking in the waters below.
Pirates come here to fence their stolen goods with other pirates and buy what they can for cheap. The city of Leviathan mostly trades these stolen goods with The Kharshi Collective as few merchants are willing to deal with the pirates that steal from them regularly. These merchants do, however, buy cheap goods from The Kharshi Collective. The Pirates' Code of Leviathan is enforced by the people themselves. A sort of governing body called the Golden Crew oversees the city and manages its happenings from the very upper layer of the city.
Pirates' Code
The 10 Articles of the Pirates' Code of Leviathan are as follows.
I. The Pirates code of Leviathan is supreme to the codes of each crew
II. No piracy allowed in the Al-Kharshi Bay, to do so is death
III. No violence within the City of Leviathan, to do so is to face retribution by the victim of the same caliber
IV. No murder within the City of Leviathan, to do so is death
V. No thievery or extortion within the City of Leviathan, to do so is to pay double the price of the items stolen to the victim
VI. Duel challenges must be honored, not to do so is to forfeit the thing of contest. This does not apply if the thing of contest is one's life
VII. Duels are to either the surrender or the loss of consciousness by either party unless otherwise agreed upon in advance by both parties
VIII. Loss of a duel is to forfeit the thing of contest; this still applies if the thing of contest is one's life
IX. No damage of property in the City of Leviathan, to do so is to pay double the equivalent gold cost to the owner
X. Never get caught breaking the Pirates Code of Leviathan or suffer the stated penalty
