The monarch gets the final say on most decisions and laws, the people pay their taxes with the food they grow or some other form of payment, and the next ruler is determined based on the lineage of the royal family. This system seems to have worked mainly due to the village being fairly small. King Gordon knows most of his subjects by name and has personal relationships with them. This allows the king to make more informed and personal decisions. The city, as a result of being ruled by someone they consider a friend, has a decently low crime rate. There aren’t even enforcers.
