The Rougtero Council

As of 10047, the city of Rougtero is run by a council body consisting of representatives from: each major temple, the merchant guild, the laborer guild, the service provider guild, the shipping/trading guild, the mage guild, and the adventurer guild. While some of these “guilds” do not formally exist, the groups represented are able to write their representative at any time with issues relating to the city. As of 10055, the following groups have members on the Council:

  • Osiris Temple
  • Ra Temple
  • Scrogg Temple
  • T'or (Shared by the Stockade and Enclave)
  • Zepherin Temple
  • Merchant Guild
  • Laborer Guild
  • Service Provider Guild
  • Shipping/Trading Guild
  • Mage Guild
  • Adventurer Guild

The Council has the responsibility for making laws in the city and providing the basic means of enforcement for these laws. All council activities are public knowledge and detailed records exist from various temples of their activities. Council meetings occur on at least a monthly basis and can be attended by anyone interested.

Meetings

The Council typically meets once a week, on midweek, during the afternoon hours. The meeting place rotates between the various temples and guilds. All meetings are open to the public and all meetings are well documented and archived. Meetings follow a very organized agenda and typically last an hour unless disagreements happen in which case the meetings can last into the night.

Income

At the present moment, money to support the Council’s work is generated through donations from the various temples, as well as dock fees. Dock fees for non-Rougtero ships are doubled. In addition, non-consumable goods are levied a 1% tax at the time of purchase and merchant forwards those funded to the council on a weekly basis. All business also must pay a 5% tax on their profits, which is due to the council on a monthly basis.

The Anti-Magic Prison

When Lock Kylar has magic brought back to it, the prison there became unusable. As such, the Council has constructed a prison on a dimension known to be low in elemental magic (elemental magic takes 4 times the units to get the same results) and set up a Squelch field and anti-teleport field within the perimeter to prevent prisoner from escaping. It is offering to house prisoner within this prison for a sizable fee.

The Rougtero Universal Intelligence Networks (RUINS)

This secret organization was formed by select members of the council to attempt to discover threats to Rougtero, Lojem, or Jaern as a whole. They function in secret and their funding is not derived from the Council’s general fund and, as such, has no record in the public books.

They consist of a fairly intricate web of contacts with all information funnel back to members of the council. On rare occasions, they will hire out assistance, but their exact nature is never revealed and secrecy is expected.

In addition to their intelligence efforts, they have also been tasked with creating an emergency evacuation plan for the Council and other important people of Rougtero. To this end, they have an otherworld portal located in the sub-basement of the Solarium the leads to a jungle world in which they have constructed various warehouses to store emergency items including food and weapons.
